Position Title:    Manager, Business Development & Evaluation
Business Division:    Petrochemical Projects
Primary Purpose of the Job:
Develops, Plans, Evaluate and Monitor of the Downstream Ventures/Assets to monetize and diversify the sources of sustained superior returns for QP
Formulate the downstream business strategies in line with Corporate Business Plans and oversees its development and implementation.
Lead and/or Representing Qatar Petroleum and State of Qatar in International activities of High National Strategic Importance
Manages and Safeguards QP interests in multi-billion dollar Downstream businesses/Ventures by actively delivering / managing the following:
Formulating Business Strategies & Plans,
Leading Downstream Venture/Project Evaluations at each phase for QP internal checks & balances including verifying strategic fitness,
Identifying & Assessing business partners techno-commercial & financial capabilities and supporting partner/s selection requirements
Developing & Negotiating venture/project agreements,
Studying & Approving Marketing plans,
Performing economics modelling/sensitivities ,
Assessing techno-commercial aspects and
Developing venture Risk Assessment & Mitigation plan
Directs & Manages the department that specializes in leading the screening/initiation of potential downstream business opportunities and phase wise and/or opportunity evaluation of refining, petrochemical, manufacturing, Energy
Evaluate, Support and Recommend Existing downstream ventures in portfolio optimization, restructuring of existing ventures and enhancement of downstream value chains based on DD & QP Senior management guidelines
Education:
B.Sc. degree in Chemical Engineering or Economics from a reputable international institution is a must;
Higher academic or professional qualification (M.Sc / MBA) is preferred to  embrace the commercial dimension and job complexity;
Experience & Skills:
At least 15 years of professional experience in refining, petrochemical business, GTL and downstream ventures with more than 10 years at managerial position.
Broad and current knowledge of a wide spectrum of industries, namely: refining and petrochemical industries, hydrocarbons and gas processing, clean fuels, power generation & utilities, market trends and business drivers and downstream transformation industries.
Proven and strong projects management skills acquired preferably along a significant multinational exposure;
Extensive hands-on international experience in downstream business development and in downstream ventures and evaluation, including commercial, financial, marketing, risk assessment & management, technical, contractual, agreements negotiations, etc.
Practical knowledge and hands-on experience in project management, downstream business operations, business development/evaluations and management/dealings with international companies.
Hand-on experience in developing financial models through careful review of all major financial/economic assumptions/inputs.
Ability to evaluate business portfolio and to get access to the resources that will support capturing and implementing opportunities
Broad round profile capable of embracing the whole picture and controlling the functional complexity of joint ventures;
Extensive professional, interpersonal and negotiations experience in leading/representing QP on business, commercial, financial, marketing, legal, risk assessment, technical, aspects while developing and evaluating multibillion dollar downstream ventures with International Partners.
When dealing at high levels of international executives, the position demonstrates solid negotiation skills, diplomacy and strong general management profile to ascertain its credibility
Defend QP's interests when negotiating with partners and contractors;
Thorough knowledge of Oil/Gas & downstream industry regional & international best practices, procedures and standards.
Ability to demonstrate a high-level synthetic view as well as an analytical view when assessing problems and suggesting solutions;.
Capacity for continuous learning and for dealing with the pace by staying updated of the industries innovation and best practices.
Proven managerial experience and ability to resolve commercial, business, technical, personnel and administrative problems at departmental level
Proven ability to work with different business cultures while respecting the corporate policies along broad spectrum of QP's activities and work processes.
Ability to lead, work, interface with different disciplines within QP without losing independence of function.
