Head of Quality - Corporate

 Job role is to assist in providing strategic quality initiatives to Qatar Rail, both Corporate and Program. Develop and implement the Corporate quality department plan. Achieve quality department objectives in line with the quality department plan. Support the Director of QSHESE and Senior Quality Manager. Develop the quality discipline of the CMS and coordinate the development of the remaining CMS with stakeholders. Assist in the development and implementation of the CMS Strategy and supporting Company Policies in readiness for certification to ISO 9001 etc. Assist in the development of, and ensure implementation of, the plan for auditing and assessment for 1st, 2nd & 3rd party quality audits in collaboration with the appropriate stakeholders. Assist with ensuring that appropriate communication processes are established within the organisation and that communication takes place regarding the effectiveness of the system. Assist with developing, communicating and ensuring implementation of a monthly performance review, including an organisation-wide self-assessment, involving assessment of the agreed quality requirements to ensure actions areidentified and implemented to address noncompliance. Work closely with stakeholders; providing support and assistance for them to achieve their goals of being CMS compliant. Correctly report, action and close quality related items in iSMS. Any other discipline task as directed by line management. Work in accordance with the quality budget. Assist in the development of the Quality departmental capability in line with the business needs Assist with ensuring quality department resources are utilised and developed to ensure efficient and effective outcomes. Provide on-going advice and support to staff regarding quality fostering a positive culture. Foster a working environment that promotes a quality learning culture consistent with organisation and program objectives and values, including the training and development of staff.Conduct subordinate Quality department staff performance reviews. Support the Qatar Rail environmental program in reducing our carbon footprint as part of Qatar Rail’s goal to become carbon neutral. Support the Qatar Rail Health and Safety program by: Completing all work in accordance with workplace health and safety legislation, Qatar Rail Health and Safety Policies and Procedures. Provide periodic reports to Qatar Rail of CMS progress and compliance. Define the strategy for auditing and assessment and implement for Qatar Rail for 1st, 2nd & 3rd party audits in collaboration with the appropriate stakeholders. Assist in the development and implementation of the CMS Strategy and supporting Company Policies in readiness for certification to ISO 9001 etc. Develop the quality discipline of the Company Management System (CMS) and coordinate the development of the remaining CMS with stakeholders. Maintain the CMS for Qatar Rail. Support the Senior Quality Manager in development of quality key performance indicators (KPIs) and in providing periodic Qatar Rail quality reports that provide focus on progress with Quality Policy objectives, emerging negative trends and actions necessary to continually improve and address shortfalls. Assist in developing the plan for auditing andassessment ensuring implementation for Qatar Rail for 1st, 2nd & 3rd party audits in collaboration with the appropriate stakeholders.

Skills

Computer literate. Effective use of Microsoft Office (i.e. Word, Excel, PowerPoint, Outlook) .Knowledge of SharePoint .Effective English oral and written communication skills .Accountable and naturally works well with the team to seek innovative solutions .Able to collaborate with end users and have a strong desire to excel .Effective organisational skills .Work well as part of a team .Ability to represent Qatar Rail in a quality related role at external forums and events 

Experience 

Minimum 10 years’ experience in implementing and monitoring effective QMS and processes in line with international best practice .Membership of professional institution

Education

Bachelor’s Degree equivalent Diploma with post graduate qualification in relevant field
