Guide to boost effectiveness of e-building permit system

The launch of the ‘Building Requirements Guide in the State of Qatar’ will further enhance the effectiveness of the improvements made to the electronic building permit system.

This was stressed by Saad Abdul Karim al-Qahtani, assistant director of the Building Permits Complex Department at the Ministry of Municipality and Environment (MME), on Thursday. The electronic building permit system was first launched on February 10, 2014.

In a statement issued by the MME, al-Qahtani said the ministry has implemented the electronic building permits system to further simplify procedures and reduce the time, effort and cost involved in obtaining permits for building completion, maintenance, demolition or increasing the electrical load by restructuring its procedures.

He said this would positively affect citizens and investors, stimulate the economic environment and attract investments.

Further, al-Qahtani said the MME has strived to develop an electronic building permit system and link service agencies with the system from the beginning of the first phase right up to third phase, which will be launched soon with the aim of building an integrated infrastructure for the electronic building permit system.

Al-Qahtani added that the third phase aims to reduce the number of procedures, steps and time required to obtain building permits, as well as measure the performance of all entities operating in the electronic building permits system by activating the key performance indicator (KPI) and the extent of all parties' commitment to the conditions and procedures.

It is also aimed at raising the efficiency of engineering consultancy offices by conducting training courses that will explain the guide, and accelerating the process of getting approval of service agencies by setting a performance indicator for these agencies. Clarity of the procedures and requirements to obtain their approval will be ensured.

The third phase will also help spread the awareness of laws, regulations, requirements and specifications by creating a directory for buildings for each party related to the electronic building permit system and conducting training courses explaining the guide.
