Qatar updates Covid-19 precautionary measures from Jan 29

Doha: The Prime Minister and Minister of Interior H E Sheikh Khalid bin Khalifa bin Abdulaziz Al Thani chaired the Cabinet meeting held by the Council this afternoon via video communication technology.

At the beginning of the meeting, the Council listened to the explanation given by His Excellency the Minister of Public Health on the latest developments and developments to limit the spread of the Covid-19, and also reviewed a report the Supreme Committee for Crisis Management. 

In this regard, and in the interest of the health and safety of all members of society, decided the following:

These decisions shall come into force as of Saturday, corresponding to January 29, 2022, until further notice

1 - The continuation of work from the workplace for all employees in the government sector and allowing all workers in the private sector to work from the workplace.
2- Continuing to allow meetings for employees and workers in government and private sectors at their workplace with no more than 30 people who are vaccinated.
3- Continuing to oblige all employees and workers in the governmental and private sectors to conduct a Rapid Antigen test approved by the Ministry of Public Health, on a weekly basis, for those who did not receive or complete doses of the Covid-19 vaccine. Employees and workers are vaccinated and who have recovered from the disease are exempted.
4- Continuing the obligation to wear masks in all open and closed public places, with the exception of people who practice sports in open places.
5- Continuing to obligate all citizens, residents and visitors to activate the EHTERAZ application on smart phones when leaving the house for any reason.
6- Continuing to open mosques to perform daily and Friday prayers, allow children to enter, while adhering to the precautionary measures determined by the Ministry of Public Health and the Ministry of Endowments and Islamic Affairs and allowing the opening of toilets and ablution facilities in mosques as determined by the Ministry of Endowments and Islamic Affairs.
7- Continuing to allow social gatherings in homes and majlis according to the following: 
A- Maximum of 10 people, who are vaccinated, in closed spaces in homes and majlis, with the exception of family members residing in the same house. 
B- Maximum of 15 people, who are vaccinated, in open spaces in homes and majlis, with the exception of family members residing in the same house.

8- Continuing to allow wedding parties only in wedding halls in hotels and independent wedding halls, and for persons who are fully vaccinated with maximum 40 people.
B - Not more than 50% of the capacity of the open wedding hall and maximum of 80 people.
9- Continuing to allow gatherings or sitting in public parks, beaches and the Corniche with a maximum of 15 people or family members residing in the same house. It is allowed to practice individual sports such as walking, running and cycling, and allowing the opening of playgrounds and sports equipment in those places, and allowing the opening of beaches not exceeding 75% of capacity and to allow the opening of toilets in the gardens specified by the Ministry of Municipality.
10- Continuing to oblige all citizens, residents and visitors when leaving and moving for any reason, not to have more than four people in the vehicle, including the driver of the vehicle, with the exception of family members residing in the same house.

11- Continuing to allow people to be transported by bus, not exceeding 75 percent of the capacity, with taking precautionary measures and measures.
12- Continuing the operation of metro services and public transport services, not exceeding 75 percent of the capacity throughout the week, with the closure of places designated for smoking, and not allowing food and drink in the aforementioned means of transport.
13- Continuing to allow the opening of driving schools and to provide their services, according to the following: 
A- Full capacity if 75 percent or more of the total number of trainees have completed the COVID-19 vaccine doses.
B - A capacity that does not exceed 75percent if the percentage of trainees who have completed doses of the Covid-19 vaccine is less than 75percent of the total number of trainees.
All employees in the school must be fully vaccinated and trainees who are not vaccinated should do rapid antigen test approved by the Ministry of Public Health.

14- Allow opening of theaters and cinemas and their services not exceeding 50 % of the capacity, provided that 75 % of the customers are vaccinated. Children under 12 years are allowed and will be counted within the 25% allowed without vaccination.
15- To allow educational centers and private training centers to provide their services with a capacity not exceeding 75% and full capacity if 75% or more of the trainees are vaccinated, provided that all the trainers in these centers are vaccinated, with the trainees who are not vaccinated should take (Rapid Antigen test approved by the Ministry of Public Health.
16- To allow the opening of nurseries and their services not exceeding 75% of the capacity, provided that all workers who start work in nurseries are vaccinated.
17- To allow the opening of museums and public libraries with full capacity, allowing entry to everyone, whether vaccined or not, and allowing entry to children.
18- To allow educational sessions to be held in centers designated for people with special needs, with no more than 5 people in one session, provided that all trainers are vaccinated.
19- To allow professional sports training, whether in closed or open spaces, and to allow preparatory training for local and international tournaments approved by the Ministry of Public Health, and to allow training for age groups from 18 years and under for Qatari sports clubs and federations, with a maximum of 40 people in open spaces and 30 people indoors, who are vaccinated, with no public attendance allowed, and the suspension of training for children under 12 years old in private clubs.
20- To allow organization of local and international sporting events after obtaining the approval of the Ministry of Public Health, and allowing the presence of no more than 50% of public capacity in open spaces, provided that they have completed doses of the Covid-19 vaccine, and allowing 30% capacity in indoor places, provided that they are vaccinated and the suspension of local and special sports leagues and tournaments for age groups, and the suspension of community sports tournaments and activities.

21- Continuing to allow the organization of conferences, exhibitions and events in accordance with the following:
A- Capacity not exceeding 50% in open spaces.

B - Capacity not exceeding 30% in closed places.

In all cases, prior approval from the Ministry of Public Health is required before holding any conference, exhibition or event, and that all organizers and participants in those conferences, exhibitions and events have completed doses of the Covid-19 vaccine.

22- Continuing to allow the opening of commercial complexes with full capacity, and to allow the entry of everyone, whether those who are have completed doses of the Covid-19 vaccine or not, and to allow the entry of children, and to allow the opening of food courts inside the commercial complexes, not exceeding 50% of the capacity. Allowing the opening of prayers halls, trial rooms and toilets in those complexes, with all shops in those complexes adhering to the maximum number of customers allowed in them, which is determined by the Ministry of Commerce and Industry.

23- Continuing to allow restaurants and cafes to serve food and beverages according to the following:
A- Full capacity for restaurants and cafes that have the “Clean Qatar” certificate, and a capacity not exceeding 50% for restaurants and cafes that meet the conditions set by the Ministry of Commerce and Industry, in open spaces.

B - Capacity that does not exceed 75% for restaurants and cafes that have a “Clean Qatar” certificate, and a capacity card that does not exceed 40% for restaurants and cafes that meet the conditions determined by the Ministry of Commerce and Industry, provided that all customers have completed vaccine doses for  Covid-19, and allow entry to children under 12 years of age, accompanied by their families only, in closed spaces.

In all cases, all workers in those facilities must be those who have completed doses of the Covid-19 vaccine.

24- Continuing to allow the work of chartering services of tourist boats and yachts and pleasure boats, provided that all workers in those boats and yachts have completed doses of the Covid-19 vaccine, and that the number of passengers on those boats and yachts does not exceed 30% of its capacity and a maximum of 15 persons who has completed the doses of the Covid-19 vaccine. Owners of personal boats and yachts, if used, are obligated not to have more than 12 people on board, with the exception of family members residing in the same house.

25- Continuing to allow souq to operate on all days of the week with a full capacity, and to allow children to enter, with all stores in those markets adhering to the maximum number of customers allowed for their presence there, which is determined by the Ministry of Trade and Industry.

26- Continuing work of wholesale markets with a capacity not exceeding 75%, allowing entry to everyone, whether vaccinated or not and allowing entry of children, with commitment of all stores in those markets to the maximum number of customers allowed to be present, which is determined by the Ministry of Commerce and Industry, and permitting the holding of auctions in those markets.
27- Continuing to allow opening of beauty and hairdressing salons with a capacity not exceeding 50%, provided that all workers in those facilities and clients are vaccinated and allow entry of children, taking into account that there are no more than two children under 12 years at the same time in those salons.
28- Continuing to allow the opening of amusement parks and all entertainment centers according to the following:
A- Capacity not exceeding 75% in open spaces.
B - A capacity card that does not exceed 50% in closed places, provided that 75% of the customers are vaccinated and allowing entry to children under 12 years, accompanied by their families only, and counting them within the percentage of 25% unvaccinated.
In all cases, all workers in those facilities must have completed doses of the Covid-19 vaccine.

29- Allow opening of health clubs, physical training clubs and massage services, not exceeding 75% of capacity, with closure of saunas, steam rooms, Moroccan and Turkish baths, and allowing the opening of changing rooms, showers, and jacuzzi services, provided that all workers in these facilities and clients are fully vaccinated.
30- Allow the opening of swimming pools and water parks according to the following:
A- Capacity not exceeding 75% in open spaces.
B - Capacity not exceeding 50% in closed places, provided that 75% of customers are vaccinated and allowing entry to children under 12 years of age accompanied by their families only, and counting them within unvaccinated 25%.
In all cases, all workers in those facilities must be from those who have completed doses of the Covid-19 vaccine.
