Qatar is developing an effective cyber security system and the onus of preventing cyber attacks on government entities and a befitting response will be on the Ministry of Interior.  

Also, the State Cabinet yesterday approved a draft law that would ban sending electronic communication to individuals for marketing purposes without their permission.

The draft also talks of the need to protect the privacy of personal data when processed electronically or if it is obtained in any other way before being processed electronically.

The draft law includes provisions related to the rights of individuals to protect the privacy of their personal data and the commitments of the monitor and processor, Qatar News Agency (QNA) reports.

A draft Emiri decision was approved by the Cabinet as well, which tasks the Ministry of Interior with the responsibility of responding to cyber threats on government entities.

According to the draft decision, a national centre for cyber security and a national committee for information security are to be set up for the purpose.

Both committees are to function under the Interior Ministry.

The job of the national committee for cyber security will be to enhance cyber security in the country and directing the national effort in the field of cyber security, implementing the objectives of national cyber security strategy and cooperating with the agencies concerned with cyber security.

The Prime Minister and Interior Minister H E Sheikh Abdullah bin Nasser bin Khalifa Al Thani yesterday chaired the cabinet’s regular meeting at the Emiri Diwan.

The cabinet took necessary measures to issue a draft law to regulate sports clubs, after reviewing the Advisory Council’s recommendations.

According to the draft, no sports club can be established or shifted without obtaining         a licence. The minister of youth and sports affairs will issue the licence to the club and once procedures are completed the club’s administration must publish its founding contract, statute, and registration data in the official gazette for free and this rule will apply to every amendment to the statute of

the club. The club is to have a chairman and vice chairman to be elected by the general assembly of its members for a renewable four-year term.

The chairman is responsible for running the club in line with the strategic plan adopted by the Ministry of Youth and Sports.

He will be accountable to the general assembly for the club’s performance. The vice-chairman will act as chairman in case of the latter’s absence for any reason.

The club will have a general manager to be appointed by the chairman and will be accountable to the chairman and head the club’s executive body and run its activities. The Cabinet ratified a draft Emiri decision amending some provisions of Emiri Decision No 16 of 2014 on the specification of ministries’ responsibilities.
