Givernment subsidy is the main reason for the lowest price, as a result price for petrol in qatar is less than a riyal. Super petrol is priced at 1 Riyal. apart from Qatar among the GCC countries Saudi Arabia has the lowest price for petrol. In soudi its 0.16 USD and in UAE its 0.47 USD. As far the average employee salaries are considered Qatar has the lowest price.
Taking average salary of a resident in Qatar the average daily fuel cost is 0.07% of his daily salary. where as in saudi its 0.10% and in UAE it is 0.28%. which makes UAE residents the hight spending in terms of fuel expenses. This survey clears a fact that teh lowest fuel prices and the highest salary makes lifes easier for expats in Qatar.
